Amend Resolution No. 09-357 and the Monterey County Agricultural Advisory Committee (AAC) Bylaws to provide for a temporary alternate Committee member in the event there is a need for a Committee member to take a temporary leave of absence due to personal or family medical reasons.

RECOMMENDATION:
It is recommended that the Board of Supervisors amend Resolution 09-357 regarding the Monterey County Agricultural Advisory Committee (AAC) Resolution and AAC Bylaws to provide for the appointment of a temporary alternate member in the event there is a need for a Committee member to take a temporary leave of absence due to personal or family medical reasons.

SUMMARY/DISCUSSION:
There is currently no provision in the Bylaws for the appointment of a temporary alternate Committee member due to a temporary leave of absence of a Committee member. An action of the Board is required to provide for the appointment of a temporary alternate Committee member due to a temporary leave of absence of an appointed Committee member. Such temporary appointment will only be allowed during an appointed Committee member’s leave of absence necessitated by personal or family medical reasons, will be extinguished upon the return of the appointed member and will not extend beyond the original term of the appointed member.

To provide for such a process, an exception to Section 3.A. of the AAC Bylaws was prepared for the AAC’s consideration and recommendation at the August 23, 2012, meeting of the AAC. The AAC’s recommendation, approved unanimously by those AAC members who were present, follows:

Section 3. Vacancies and Temporary Alternate Member Due to a Temporary Leave of Absence of a Committee Member

Any vacancy shall be filled in the same manner as the original appointment.
