RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Adopt a resolution authorizing and directing the Auditor-Controller to amend the Sheriff's FY 2023 24 Adopted Budget by increasing appropriation in 001-2300-SHE003-8238 in the amount of $346,435 financed by the increase in revenue from the DSH in 001-2300-SHE003-8238. (4/5ths Vote Required)

SUMMARY/DISCUSSION:
On September 10, 2019, the Monterey County Board of Supervisors unanimously approved a contract between the Monterey County Sheriff's Office (MCSO) and DSH to host a regional JBCT, aimed at restoring to competency those inmates charged with felonies and found by the courts to be incompetent to stand trial, with board order A-14494. On July 18, 2023 the Board approved the amended contract.

Due to the continued overwhelming need for beds and program space for inmates found by local Superior Courts to be incompetent to stand trial, DSH has requested that MCSO continue the program for at least another three (3) years.

The program will continue to provide service to inmates in Santa Cruz and San Benito Counties as well. The program has proven to be effective in getting inmates into treatment and restored to competency.

The number of incarcerated people in the Monterey County Jail with mental health issues continues to grow. The JBCT has a set curriculum, established by the DSH, and administered by Wellpath. This curriculum includes classroom environment programming, counseling, and a therapeutic living environment that fosters socialization with other program participants.
