Title: a. Approve and authorize the Contracts/Purchasing Officer to execute an Agreement with County of Alameda to provide housing/bed space for Monterey County inmates in the Santa Rita Jail in an amount of not less than $85 and not more than $125 per day per inmate for a term to commence with the signing of the Agreement through June 30, 2014; and, b. RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Contracts/Purchasing Officer to execute an Agreement with County of Alameda to provide housing/bed space for Monterey County inmates in the Santa Rita Jail in an amount of not less than $85 and not more than $125 per day per inmate for a term to commence with the signing of the Agreement through June 30, 2014; and,
b. Authorize the Contracts/Purchasing Officer to approve up to three future amendments to this Agreement where the amendments do not exceed 10% of the original agreement and do not significantly change the scope of work.

SUMMARY/DISCUSSION:
The Sheriff's Office has taken numerous steps to reduce over-crowding in the Monterey County Jail. Despite these efforts the average daily inmate population consistently remains at approximately 130% of the jail's rated capacity of 824 inmates. With the increase in sentenced inmates serving longer terms in the Monterey County jail as a result of the State Public Safety Realignment (AB 109), the efforts of the department have served mainly to keep the jail population from growing too fast rather than helping to reduce the overcrowding. As a result, the Sheriff's Office proposes to enter into an inmate-housing agreement with the County of Alameda to house up to sixty Monterey County inmates per month in their jail system on an ongoing basis...
