a. Authorize the Director of Health to execute Amendment No. 1 to Mental Health Services Agreement A-12725 with Milhous Children's Services, Inc. to revise the Business Associate Agreement; and
b. Authorize the Director of Health to execute Amendment No. 1 to add board and care services; and
c. Authorize the Director of Health to execute Amendment No. 1 to increase FY 2014-15 by $474,192, FY 15-16 by $474,192, and FY 2016-17 by $474,192, for a new total Agreement amount not to exceed $2,279,966.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Authorize the Director of Health to execute Amendment No. 1 to Mental Health Services Agreement A-12725 with Milhous Children's Services, Inc. to revise the Business Associate Agreement; and
b. Authorize the Director of Health to execute Amendment No. 1 to add board and care services; and
c. Authorize the Director of Health to execute Amendment No. 1 to increase FY 2014-15 by $474,192, FY 15-16 by $474,192, and FY 2016-17 by $474,192, for a new total Agreement amount not to exceed $2,279,966.
SUMMARY/DISCUSSION:
Milhous Children's Services, Inc. ("Milhous") currently provides mental health services to Monterey County young adults in accordance with the client's individual education plan and other identified needs. Milhous provides an array of mental health services and rehabilitative care to Monterey County children. Children placed in Milhous suffer from seriously emotional and behavioral problems, which interfere with their ability to effectively function within their home and in the community. The services provided at Milhous are designed to prevent placement in more restrictive and costlier settings such as inpatient hospitals, out of state residential or juvenile justice facilities.
