RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health to execute a Minor Special Event Application and Hold Harmless Agreement between the County of Monterey and the City of Salinas for the purpose of hosting a clean-up event at Upper Carr Lake on April 23, 2022.

SUMMARY/DISCUSSION:
As part of Earth Awareness Month, the Monterey County Environmental Health Bureau annually hosts local clean-up events at identified illegal dumping sites, encouraging public participation to clean up areas within the County. Upper Carr Lake is a specified site for this year's clean-up event.

As the County is the host for the event for 2022, the City of Salinas has requested a permit application and Hold Harmless Agreement be signed on behalf of the County. No clean-up shall occur outside of the area designated in the agreement, Upper Carr Lake and the Agreement is only valid on the date and time listed.

Under the Hold Harmless agreement, the County agrees to "indemnify, defend, and hold harmless the City of Salinas, its elected officials, officers, employees, agents, volunteers, and representatives from and against any and all losses, liability, claims, actions, causes of action, demands, lawsuits, judgment expense and cost(s) arising out of or in any way connected or related to the above-referenced Special Event, regardless of where the injury, death, damage, or other cause of liability may occur, unless such injury, death, damage or other cause of liability is caused by the sole negligence or willful misconduct of the City."
