RECOMMENDATION:
It is recommended that the Board of Supervisors:
Authorize the Contracts/Purchasing Officer or the Contracts/Purchasing Supervisor to sign a Renewal Agreement and Amendment No. 2 to the Master Agreement for personnel consulting services by and between County of Monterey and Renne Sloan Holtzman Sakai - Public Law Group, in the amount of $15,882.50 for the period of January 1, 2014 to June 30, 2014.

SUMMARY/DISCUSSION:
The Health Department (HD) and Human Resources (HR) entered into an Agreement with Renne Sloan Holtzman Sakai, LLP (RSHS), effective July 1, 2013, for the purpose of investigative services regarding a confidential personnel matter. A scope of work was developed and the purchase order was encumbered with an expiration date of June 30, 2014. During the time the vendor was completing the investigation, it was discovered that the County of Monterey Master Agreement lapsed on January 31, 2014. The final services performed by RSHS were completed on May 12, 2014. Due to the contract lapse, the purchase order for services could not be used past the contract expiration date, thus requiring a new Agreement be executed to pay for services provided to complete the personnel matter.

In order to pay for the services rendered, a Renewal Agreement and Amendment No. 2 is being submitted for Board of Supervisors approval. The Amendment is for a term of six months to cover services rendered in Fiscal Year 2013-14.
