Title: a. Approve and authorize the execution of a Memorandum of Understanding (MOU) between the County of Monterey and the Monterey Regional Waste Management District, dba ReGen Monterey (“MRWMD”), for a total of $40,691 to procure recovered organic waste products on behalf of the County to meet organic waste procurement targets as required by California’s Short-Lived Climate Pollutants Reduction Law; and b. Approve the retroactive application of the MOU to November 1, 2024, to ensure the County meets 65% of the 2024 procurement target and 100% of the required targets in 2025 and 2026, pursuant to California Code of Regulations, Title 14, Sections 18993.1 through 18993.4.; and c. Approve and authorize the Director of Health Services or designee to sign the MOU.

RECOMMENDATION:
It is recommended that the Board of Supervisors:

Approve and authorize the execution of a Memorandum of Understanding (MOU) between the County of Monterey and the Monterey Regional Waste Management District, dba ReGen Monterey (“MRWMD”), for a total of $40,691 to procure recovered organic waste products on behalf of the County to meet organic waste procurement targets as required by California’s Short-Lived Climate Pollutants Reduction Law; and
b. Approve the retroactive application of the MOU to November 1, 2024, to ensure the County meets 65% of the 2024 procurement target and 100% of the required targets in 2025 and 2026, pursuant to California Code of Regulations, Title 14, Sections 18993.1 through 18993.4.; and

SUMMARY/DISCUSSION:
Senate Bill 1383 (SB 1383), California’s Short-Lived Climate Pollutants Reduction Law, mandates that jurisdictions procure recovered organic waste products to support the reduction of greenhouse gas emissions. Under this law, CalRecycle has set procurement target goals that each jurisdiction must meet annually.
