RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health Services or designee to execute Amendment No. 1 to Mental Health Services Agreement A-15880 between the County of Monterey and EVALCORP for the provisions of evaluation services retroactive to July 1, 2023 in the amount of $368,500 for FY 2022-23, and $678,500 for FY 2023-24, and $678,500 for FY 2024-25, and $678,500 for FY 25-26, for a new total Agreement amount not to exceed $2,404,000 for a term of July 1, 2022 through June 30, 2026.

SUMMARY:
The State has entrusted the Health Department Behavioral Health Bureau ("Behavioral Health") with the responsibility of conducting comprehensive evaluations to assess the Mental Health Service Act (MHSA) funded strategies/projects' implantations and resulting impacts. This includes issuing a report of findings to the State Department of Health Care Services on an annual basis. The evaluation for the MHSA programs, which requires an infrastructure, including data collection tools and processes, to capture evaluation data aligned with state requirements and county-specific needs, is a testament to our department's expertise and commitment to the MHSA programs. An analysis of the data and summary of findings are necessary for a variety of annual and multi-year reports for the MHSA funding components classified as Community Services and Supports (CSS), Innovations (INN), and Prevention and Early Intervention (PEI).
