RECOMMENDATION:
It is recommended that the Board of Supervisors approve and authorize the purchase of specialized surveying equipment and software from California Surveying and Drafting Supply, Inc. in the amount of $101,236.48 for the purpose of replacing aged equipment with newer equipment that meets current industry standards and FCC compliance.

SUMMARY/DISCUSSION:
The recommended action will enable the Survey Section in Public Works to replace aged surveying equipment with new surveying equipment that meets current industry standards. The existing equipment is approximately 20 years old. The new equipment will consist of a set two GPS receivers and a robotic total station. This new equipment will allow the Survey Section to effectively and safely perform complex field surveying in support of Public Works and Water Resources projects including monitoring settlement of the Nacimiento and San Antonio dams. The new equipment will allow calculations to be performed in the field, with the ability to wirelessly receive data from office staff. It will also allow a one-person crew to efficiently perform surveys when appropriate. The modern equipment will allow faster data acquisition, thereby minimizing safety risks when working near traffic. The new surveying equipment will also include a radio unit that replaces an existing unit that cannot be modified to operate in compliance with a new Federal Communication Commission (FCC) requirement for transmitting within 12.5 kHz channel spacing (narrowbanding).

This purchase is consistent with the Monterey County Local Preference Policy, as there are no local vendors that provide this specialized survey equipment.
