RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve Addendum 2 to the Monterey County Regional Taxi Authority Joint Powers Agreement to include the City of Marina as a party to the Agreement No. A-11929; and
b. Authorize the Chair of the Board to execute Addendum 2 to the Monterey County Regional Taxi Authority Joint Powers Agreement No. A-11929.
SUMMARY/DISCUSSION:
On February 15, 2011 the County of Monterey entered into the Monterey County Regional Taxi Authority (MCRTA) Joint Powers Agreement (JPA) No. A-11929 (Attachment 1). Member agencies included the County, Monterey-Salinas Transit, Monterey Regional Airport District, and the cities of Carmel-by-the-Sea, Del Rey Oaks, Monterey, Pacific Grove, Salinas, Sand City, and Seaside.
When the MCRTA was originally formed, the City of Marina chose not to join the JPA and managed their taxi service independently. This caused confusion among taxi customers, such as disabled individuals attempting to use MST's taxi vouchers in its leased wheelchair accessible taxicabs.
On June 24, 2015 the Marina City Council sent a formal request to join the MCRTA and has adopted the ordinance required of MCRTA member jurisdictions to enable standardized administration and enforcement of taxi regulations in the city. On July 27, 2015 MCRTA Board of Directors approved the inclusion of the City of Marina to the MCRTA JPA.
