RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve the expenditure of $100,000 from the Board of Supervisors (District 1) discretionary funds to the Community Foundation for Monterey County for the maintenance and development of the Alisal Arch in East Salinas.
SUMMARY/DISCUSSION:
The proposed action authorizes the use of District 1 discretionary funds to support the maintenance and development of the Alisal Arch, a publicly accessible community landmark in East Salinas. The Alisal Arch is designed to serve as a permanent civic feature that enhances the public environment, celebrates the history and culture of the Alisal community, and fosters neighborhood pride and cohesion.
This project provides tangible public benefits by:
· Enhancing the physical environment of a historically under served area.
· Promoting cultural recognition and civic identity.
· Supporting local economic activity through improved visibility, tourism, and neighborhood branding.
· Encouraging community engagement and public access to shared spaces.
The project is structured as a partnership with the City of Salinas and private organizations and donors. The Community Foundation for Monterey County will serve as fiscal administrator, ensuring that County funds are used exclusively for project-related costs that advance public purposes. All expenditures will be documented and aligned with approved project goals.
PUBLIC PURPOSE FINDINGS:
In approving this expenditure, the Board of Supervisors finds that the expenditure is for a public purpose and the transaction is not prohibited by Article XVI, Section 6 of the California Constitution.
