RECOMMENDATION
It is recommended that the Board of Supervisors receive a report and consider taking a position on Measure O - Monterey Peninsula Water Management District, an initiative which appears on the June 3, 2014 ballot.
SUMMARY
On April 22, 2014, Supervisor Dave Potter made Board Referral No. 2014.03 requesting that the Board of Supervisors consider taking a position on Measure O. Measure O is an initiative which appears on the June 3, 2014 ballot, which would require a study for buying out the local water system assets of privately-owned California American Water, Monterey Peninsula's water supplier. If the study finds that it is economically feasible, Measure O states that the Monterey Peninsula Water Management District move forward with acquisition of those assets.
DISCUSSION
Measure O - Monterey Peninsula Water Management District states "Shall the ordinance, Measure O, which directs the Monterey Peninsula Water Management District to adopt a policy to move toward public ownership of all water systems within its boundaries by conducting a feasibility study, and if deemed feasible, move forward with acquisition of all such water systems' assets, be adopted?"
Exhibit A to this report includes information on Measure O from the Voter Guide for the
June 3, 2014 statewide primary election, as produced by the Monterey County Elections Office. The Voter Guide includes an impartial analysis by Counsel for the Water District, as provided for by law, arguments and rebuttal in favor of, and arguments and rebuttal against Measure O.
Exhibit B to this report includes the full text of the proposed measure.
OTHER AGENCY INVOLVEMENT
If enacted, Measure O would apply to the Monterey Peninsula Water Management District.
