SUMMARY:
A compensation survey of Health Officer in Monterey County’s comparator agencies found that the existing salary range for Bureau Chief is significantly below the market for Health Officer, which falls within this broad class. This action raises the top of the broad-banded Bureau Chief classification from $15,914/month to $18,304/month.

DISCUSSION:
On October 11, 2011, your Board approved the creation of Bureau Chief in the Health Department, combining classifications that were comparable in their management scope in an effort to comply with the Board of Supervisors’ directive to Human Resources to reduce the number of classifications and to create a more efficient organization.

The October 2011 action collapsed several existing management positions into one broad class; therefore, a market survey was not considered in establishing the salary range. Rather, the broad range was established utilizing the lowest and highest step for the affected classes. A 7.5% differential was added at the bottom and top of the recommended range to account for market influences and difficulties in recruiting.

Recruitment efforts for the recently vacated Health Officer have failed as candidates have withdrawn, stating the salary is insufficient.

State law requires that a Health Officer be a licensed physician.
