RECOMMENDATION:
It is recommended that the Board of Supervisors of the Monterey County Water Resources Agency:

Recommend the Monterey County Water Resources Agency Board of Supervisors approve a Request for Bids Package (“RFB”) including Plans and Technical Specifications for the repairs to Nacimiento Dam’s South Access Road and authorize the General Manager to solicit bids for award of a contract for the project’s construction.

SUMMARY/DISCUSSION:
The South Access Road at Nacimiento Dam provides maintenance and emergency access to the Dam structure and Nacimiento Dam Powerhouse during high flow spillway operations. During the winter storms of January 2023, the South Access Road sustained erosion damage at three locations. FEMA has authorized repairs to the South Access Road at all three damaged locations.

The purpose of the repairs is to restore the travel way to its original width, stabilize the roadway and protect the roadway against erosion due to local rainfall runoff. The South Access Repair Plans were drafted by GEI Consultants. The repair plans are considered Critical Energy Infrastructure Information (CEII), and not included with this report.

The repair plans call for the installation 150 linear feet (lf) of soil nail retaining wall at sites one (50 lf) and site two (100 lf) of the plans. The face of the retaining walls will be constructed of wire mesh baskets filled with 110 cubic yards of gabion rock. Repair site three of the plans will regrade the roadway and adjacent slopes to pre-storm conditions. Site three will require regrading of approximately 150 cubic yards of soil.
