RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Parks Director, on behalf of the County of Monterey to sign the renewal Right-Of-Way (ROW) grant (CACA-048028-01) for permitting an existing storm water dispersion outlet onto Bureau of Land Management (BLM) property and to conduct a detailed geological investigation for the development of design alternatives for the area adjacent to and below turn 6 of the racetrack at Laguna Seca Recreation Area.

SUMMARY:
On May 13, 2014 your Board approved and authorized the County of Monterey to accept assignment of the Right-of-Ways (ROW), CACA-048028 & CACA-048028-01 transfer from the Sports Car Racing Association of Monterey Peninsula (SCRAMP) for the drainage and erosion control stabilization project. BLM had requested that the County assume the Right-of-Way in order to ensure a proper drainage system and the County Parks Department is also interested in an effective drainage system for Turn 6 and recommends the renewal of the ROW.
DISCUSSION:
The Parks Department will be seeking approval on or before July 31, 2015 to enter into an Agreement with Cotton Shires and Associates, Inc., to provide a geotechnical evaluation by analyzing the existing landscape, its hazards and level of risk, in order to develop a report with recommendations for drainage solutions, slope stabilization and remediation efforts to protect the racetrack from potential slope failure while also improving environmental conditions in the down slope area on BLM property...
