RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health or Assistant Director of Health to execute an Agreement with Sun Street Centers, in the amount of $242,625.00 to provide The Road to Success pre-diversion program to 125 youth within the cities of Seaside, Marina, Monterey, Pacific Grove, and Carmel and administer youth and parent programmatic evaluation surveys for the retroactive period from March 8, 2021 through September 30, 2023.

SUMMARY/DISCUSSION:
Monterey County Health Department Cannabis Education Program (Cannabis Program) is an awardee of Board of State and Community Corrections (BSCC) funding. BSCC grant funds will provide capacity for Cannabis Program staff to administer cannabis education. The goal of the Monterey County Health Department Cannabis Program is to provide community education on the adverse effects of cannabis use by youth. The Monterey County Health Department is seeking approval of this agreement with Sun Street Centers to provide The Road to Success pre-diversion program will be targeted to high school youth, identified by law enforcement as first-time offenders of non-violent misdemeanor crimes.

This 3 to 6 month program seeks to prevent school expulsion and/or entry into the juvenile justice system by offering youth offenders individualized diversion plans that include substance abuse intervention and education, participation in pro-social activities and individual and/or family counseling.
