RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Authorize the Contracts & Purchasing Officer or their designee to execute Amendment #5 with GEO Reentry Services, LLC, a wholly owned subsidiary of The GEO Group. Inc., to provide reentry services to incarcerated adult offenders, for the period of July 1, 2024, to June 30, 2025, in an amount of $310,000, making a new not to exceed amount of $2,398,000.

SUMMARY/DISCUSSION:
The Monterey County Sheriff's Office currently utilizes GEO Reentry Services, LLC to provide reentry services for adult offenders under Monterey County Sheriff's Office supervision. Reentry Services for the Monterey County Sheriff's Office were solicited via a County Request for Proposal process (RFP #10582) in January 2017 overseen by the Contracts and Purchasing Department. The Monterey County Sheriff's Office is recommending the approval of amendment #5 to a multi-year agreement with GEO Reentry Services, LLC to provide reentry services for adult offenders under Monterey County Sheriff's Office supervision. The purpose of this short-term multidisciplinary "reentry" program is to provide adult offenders incarcerated at the Monterey County Jail with a structured reentry program prior to their release from incarceration. The program is intended to operate daily, Monday - Friday, and includes orientation, assessment, individualized service plans, substance abuse education/ programming, cognitive and life skills development, parenting skills, family reintegration, and money management.
