Title
a. Receive the Monterey County Parks Department Staff Restructuring Staffing Plan; and
b. Authorize the Parks Department to begin implementation of the Staff Restructuring Plan during Fiscal Year 2015-16.

Report
RECOMMENDATION:
It is recommended that the Board of Supervisors:

a. Receive the Monterey County Parks Department Staff Restructuring Staffing Plan; and
b. Authorize the Parks Department to begin implementation of the Staff Restructuring Plan during Fiscal Year 2015-16.

SUMMARY/DISCUSSION:
At the FY 2015-2016 Budget Hearings Board Meeting of June 2, 2015, the Board of Supervisors heard from Parks Director Mariscal that the Department staff had submitted more than $4M of augmentation requests. Budget modifications approved during the Budget Hearings only addressed two small areas and totaled $43,000. Director Mariscal was instructed to return to the Board of Supervisors after the first quarter of the fiscal year with a staffing plan for operating the department.
The attachments will show the proposed department staffing plan. This plan is cost neutral. County staff has also communicated with representatives from SEIU and the Ranger Association to answer their questions. The Park Ranger Association has submitted a written letter of support for the restructuring.

OTHER AGENCY INVOLVEMENT:
The Parks Ad Hoc committee supports the implementation of the Parks Department Staff Restructuring Plan. The CAO's Office and County Counsel have reviewed the plan.

FINANCING:
Funding is not necessary to carry out the actual staffing restructuring plan during this fiscal year. It is anticipated that this plan will also reduce slightly the overall costs of full time salaries and benefits due to two of the positions changing from Public Safety to non- Public Safety.
