RECOMMENDATION:
It is recommended that the Board of Supervisors Consider a recommendation from the Tenant Commissioner Selection Ad Hoc Committee to appoint Eleanor Elliott as Tenant Commissioner to the Housing Authority of the County of Monterey Board of Commissioners, for a two-year term, effective upon appointment through May 6, 2027.
SUMMARY/DISCUSSON:
The Housing Authority of the County of Monterey (HACM) was created by the Monterey County Board of Supervisors on March 17, 1941 under the authority of the Health and Safety Code by Resolution which identified a need for safe and sanitary low-income housing. HACM, a public agency, provides rental assistance and develops and manages affordable housing throughout Monterey County.
The HACM operates under a seven-member Board of Commissioners. Two of these Board members are required to reside in Housing Authority family or elderly housing units and are selected to represent the needs and concerns of tenants (Tenant Commissioners). Each of the commissioners is appointed by the County of Monterey Board of Supervisors (Board). There is currently one vacancy for a Tenant Commissioner which needs to be filled.
The HACM initiated a solicitation process among its tenant population to fill the vacancy, which yielded a total of five tenant commissioner applications. On April 8, 2025, a meeting of the Tenant Commissioner Selection Ad Hoc Committee (Ad Hoc Committee) comprised of Supervisors Luis Alejo and Wendy Root Askew, and Commissioners Francine Goodwin and Maria Orozco, was convened to review tenant commissioner applications and make recommendations on appointments to the Board.
