RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Contracts/Purchasing Officer to sign Amendment No. 2 to the Professional Services Agreement with Action Council of Monterey County, Inc., extending the current Agreement through FY 2014-15 and increasing the amount by $59,662 for FY 2014-15 for a revised maximum total Agreement amount of $134,480 for program implementation assistance services for the period August 13, 2012 to June 30, 2015.

SUMMARY/DISCUSSION:
The Mental Health Services Act provides funding to counties to expand and develop integrated community-based mental health services. This proposed Amendment No. 2 to the Professional Services Agreement with Action Council of Monterey County, Inc. will allow for continued system development and program implementation through June 30, 2015.

The Contractor's scope of work includes the administration of contracts and the processing of payments to subcontractors who provide trainings and other required professional services such as childcare. Action Council of Monterey County, Inc. may provide the trainings in lieu of a subcontractor. This work supports the following Monterey County Health Department 2011-2015 strategic plan initiative: ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one or more of the ten essential public health services, specifically: assure a competent public and personal health care workforce.
