RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.Approve a Memorandum of Understanding (MOU) establishing a formal working relationship between Monterey County Free Libraries and Harrison Memorial Library to offer literacy services at the Harrison facility.
b.Authorize the Monterey County Free Libraries County Librarian to execute the MOU.
SUMMARY/DISCUSSION:
As established in the MOU between MCFL and HML, both parties are entering into this MOU in the spirit of collaboration and good faith as a way to serve more adults living in Monterey County while working with limited resources. MCFL's literacy program, Read with MCFL (ReadMCFL), is a well-established program, and HML has the desire to provide literacy services without establishing a separate literacy program. This collaboration will leverage ReadMCFL's existing infrastructure, staff skills, and experience to expand literacy services to Monterey County residents through a new location at HML and draw on a previously untapped pool of volunteers in the city of Carmel-by-the-Sea. This collaboration is planned for an initial period of five years.
