RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve Amendment No. 1 to the Monterey County Convention and Visitors Bureau (MCCVB) FY 2019-20 Agreement, to extend the term from July 1, 2019 to September 30, 2020, for the deliverable of the final Big Sur Stewardship Plan, due to the impacts of COVID-19;
b. Authorize the Assistant CAO to Execute Amendment No. 1; and/or;
c. Provide direction to staff

SUMMARY/DISCUSSION:
The Board approved funding the Monterey County Convention and Visitors Bureau (MCCVB) FY 2019-20 Agreement, in the amount of $1,400,000. As part of the MCCVB Agreement (attached), the Board specifically allocated $150,000 for the Big Sur Stewardship Plan. The MCCVB was tasked to provide oversight for, and participate in, the development of the Big Sur Stewardship Plan to be conducted by the Community Association of Big Sur (CABS).
The MCCVB contracted with CABS (attached agreement), in collaboration with Big Sur residents, businesses, and oversight agency members of Big Sur Multi-Agency Advisory Council to develop a report containing analysis and recommendations for a Sustainable Tourism Destination Stewardship Plan for Big Sur.

Due to the impacts of COVID-19, CABS has requested that MCCVB extend its contract through September 30, 2020, to allow enough time for CABS to complete the study. Per the attached amendment between MCCVB and CABS, both parties have agreed to extend the term of the Agreement through September 30, 2020.
