a. Authorize the placement of Mr. Robert K. Murdoch at Step 4 of the Public Works Director salary range in accordance with Personnel Policies and Practices Resolution No. 98-394, as updated January 7, 2009, Section A.1.11.1, Non-Elected Unit Y Salary Steps, General Provisions; and
b. Authorize the County Administrative Officer to approve reasonable moving expenses, not to exceed $10,000 per the Personnel Policies and Practices Resolution, Section A.49.3 Employee Relocation/Moving Allowance, subject to IRS regulations.

RECOMMENDATIONS:
It is recommended that the Board of Supervisors:
a. Authorize the placement of Mr. Robert K. Murdoch at Step 4 of the Public Works Director salary range in accordance with Personnel Policies and Practices Resolution No. 98-394, as updated January 7, 2009, Section A.1.11.1, Non-Elected Unit Y Salary Steps, General Provisions; and

SUMMARY/DISCUSSION:
In accordance with the Monterey County Code 2.27.020, the County Administrative Officer, with the concurrence of the Board of Supervisors, has the authority to appoint the Public Works Director. After a competitive selection process, the Resource Management Agency Director recommends that Mr. Robert K. Murdoch be appointed to the position of the Public Works Director at Step 4 of the salary range.
Mr. Murdoch is coming to the County of Monterey with 20+ years as a public sector manager. Recently, he has served almost 4 years as the Public Works Director for the City of Stockton. He also served 2.5 years as the Deputy Public Works Director/City Engineer for the San Joaquin Area Flood Control Agency (SAJFCA) and approximately 3 years as an Assistant Director, Municipal Utilities Department for the City of Stockton.
