a.Approve and authorize the Director of the Department of Social Services to sign Amendment #1 to the agreement with Franciscan Workers of Junipero Serra for the operation of the Chinatown Health Services Center and Dorothy's Drop-In Center for the homeless to extend the term through December 31, 2021 and add $277,500 for a contract total of $832,500; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to the agreement that do not exceed 10% ($83,250) of the contract amount and do not significantly change the scope of services.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.Approve and authorize the Director of the Department of Social Services to sign Amendment #1 to the agreement with Franciscan Workers of Junipero Serra for the operation of the Chinatown Health Services Center and Dorothy's Drop-In Center for the homeless to extend the term through December 31, 2021 and add $277,500 for a contract total of $832,500; and

SUMMARY/DISCUSSION:
This amendment allows for continued progress in housing chronically homeless residents in conjunction with the Department of Health Care Services' Whole Person Care (WPC) program. WPC began as a pilot program through the State Department of Health Care Services with the goal of coordinating health, behavioral health, and social services to improve the health and wellbeing of Medi-Cal recipients. The Monterey County Health Department is the lead agency for the County and DSS has partnered with them in the operation of this program.
