RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Open and continue a Public Hearing on Monterey County’s Community Development Block Grant (CDBG) Program Income Reuse Plan with Jurisdictional Certificationss.

SUMMARY:
The Board of Supervisors is being asked to open a public hearing on the revised Community Development Block Grant (CDBG) Program Income Reuse Plan and continue the public hearing until April 2, 2013. The continuance is necessary to allow staff to address questions that arose after the notice advertising the public hearing was printed in the Salinas Californian.

DISCUSSION:
The Program Income Reuse Plan (PI Reuse Plan) provides the policies and procedures associated with income received by the County that has been directly generated from the use of CDBG funds. Program income is the repayment of principal, interest and fees on loans originally funded with a CDBG grant or CDBG program income. Reuse of the program income must comply with specific requirements and can only be used for CDBG eligible activities. CDBG regulations require the County to conduct a Public Hearing as part of the Board’s consideration of the PI Reuse Plan. Notice of this public hearing was published on March 8, 2013, in the Salinas Californian, consistent with these regulations.

The Board of Supervisors last approved the CDBG PI Reuse Plan in November 2009. Since the Board took that action, the State Department of Housing and Community Development (HCD) completely revised the format for CDBG PI Reuse Plans. During an internal review after the public hearing notice was printed, the County Administrative Office requested additional information on the changes between the previously adopted CDBG PI Reuse Plan and the new PI Reuse Plan.
