RECOMMENDATION:
It is recommended that the County of Monterey Board of Supervisors:
Accept and approve the Emergency Medical Services (EMS) Agency Annual Report for 2024.

SUMMARY:
The County of Monterey Health Department seeks approval of the EMS Agency’s Annual Report for 2024.

DISCUSSION:
The Emergency Medical Services (EMS) Agency is a Bureau within the County of Monterey Health Department and is designated by the Board of Supervisors as the entity that oversees the delivery of emergency medical services (pre-hospital care) within the County of Monterey. The role of the Monterey County EMS Agency is defined by California statue to plan, implement, and evaluate the EMS System.

The EMS Agency completed its Annual Report for the 2024 activities of the Agency and EMS System. This report is regularly presented to the Board of Supervisors to keep the Board, other County officials, and the public informed about the work done by the EMS Agency and EMS system stakeholders.

This Annual Report covers the period of January 1, 2024, through December 31, 2024. Highlights from 2024 include the following: the further expansion of the EMS Agency’s Health Data Exchange (HDE) program, the development and implementation of an Unusual Occurrence (UO) report database to revamp the intake process for UO reports as well as enhance efficiency and tracking capabilities, participating in the Salinas Valley State Prison’s Emergency Medical Response Review Committee to enhance collaboration with an important user of EMS, and undertook an initiative to assess response time equity in North and South Monterey County jurisdictions.

Additionally, in 2024 the EMS Agency invested a significant amount of time and effort towards the drafting and release of a Request for Proposals (RFP) for an ambulance services provider for the County of Monterey’s Exclusive Operating Area (EOA). This RFP is...
