RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Ratify and extend the County Administrative Officer's Proclamation of a Local Emergency for sandbar management activities that are required at the Salinas River Lagoon Mouth; and,
b. Find the repair work statutorily exempt from the California Environmental Quality Act (CEQA) under CEQA Guidelines Section 15269(c) for emergency projects (4/5th vote required).

SUMMARY:
The ratification of this emergency proclamation will allow for timely sandbar management activities are required at the Salinas River Lagoon Mouth. From modeling results performed by the National Weather Service California-Nevada River Forecast Center, this action is necessary effective January 6, 2017, due to flows into the Salinas River lagoon are forecasted to exceed 8,000 cubic feet per second. These conditions could lead to possible loss of life and property in areas near and adjacent the lagoon. Forecasted conditions may result in the following:
* Inundation of residences, including Twin Bridges Cabin Association
* Loss of safe ingress and egress
* Inundation of agricultural fields
* Erosion and excessive transport of sediment


DISCUSSION:
Until action is taken to address these safety concerns, flooding and sedimentation will continue to impact public safety.
