Title

RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve amendments to the bylaws of the Monterey County Investment Board changing the name from Monterey County Workforce Investment Board to Monterey County Workforce Development Board to implement the Workforce Innovation and Opportunity Act of 2014.

SUMMARY:
The original Bylaws of the Monterey County Workforce Investment Board (WIB) were approved by the Monterey County Board of Supervisors on May 29, 2001 amended on June 6, 2007, and amended again on December 6, 2011. The recommended Bylaw revisions include guidance and operations provisions to conform the County's Workforce Development Board (WDB) Bylaws to the new Workforce and Innovation Opportunity Act of 2014. Attachment 1 is a copy of the recommended Amended WDB Bylaws.

DISCUSSION:
On April 16, 2015, the Department of Labor published the Workforce Innovation and Opportunity Act Notice of Proposed Rulemaking (NPRM) that requires changes to the WDB Bylaws. The proposed Bylaw amendments are intended to improve the operations of the WDB and enable it to be more agile, increase board member participation, and improve board functionality. The proposed Bylaw amendments establish additional responsibilities to help achieve the WDBs strategic workforce vision and goals at a local and regional level, and help ensure that the public is informed about the overall operation of the board.

Specifically, the proposed amendments to the Monterey County WDB Bylaws include:

* Changing reference to the Federal law that is responsible for designating local boards from the Workforce Investment Act (WIA) of 1998 to Workforce Innovation and Opportunity Act (WIOA) of 2014;
