RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Authorize the Chief Contracts and Procurement Officer or designee to execute Amendment No. 1 with Liberty Vote USA Inc., formerly named Dominion Voting Systems Inc., to provide equipment maintenance, software updates and support services for the Elections Department’s mobile ballot printer and redundancy back-up voting equipment, extending the agreement for six (6) additional years for the term retroactive to January 1, 2026 to December 31, 2031 for a revised full agreement term of August 1, 2020 through December 31, 2031 and adding $67,247 for a revised aggregate total amount not to exceed $95,928.

SUMMARY
The Elections Department is requesting to extend the software, maintenance and support services for the Department’s mobile ballot printer and add the emergency redundant voting equipment with Liberty Vote Inc., (the Vendor) through Amendment 1 effective upon approval.

DISCUSSION:
In 2020, the Department obtained grant funding to purchase mobile ballot printing equipment and licenses to provide ballots to voters and create a safeguard for ballot supply levels during the early voting period through Election Day. The Agreement’s non-standard terms and conditions were approved by the Board in 2020.
