RECOMMENDATION:

It is recommended that the Board of Supervisors: It is recommended the Monterey County Parks Commission Receive a report regarding the County of Monterey Parks Commission E-bike Ad Hoc Committee survey and recommendations; and provide comment or recommendations to staff.

 

SUMMARY:

In July 2023, the Monterey County Parks Commission Ad Hoc Committee on electric bike (e-bike) use released a survey to gather information from the public regarding a possible ordinance update for the use of e-bikes within County of Monterey parks.  The survey went out to user groups who have previously been involved with trail use at County parks and specialty use groups such as the Monterey Offroad Cycling Association (MORCA).

 

County of Monterey Parks Division also assisted in the dissemination of the survey to a broad base of parks users and community members including but not limited to:

 

                     All County of Monterey employees, approximately 5,000 individuals

                     16,820 parks visitors through the CivicRec reservation system

                     Newspaper advertisements in the King City Rustler and Monterey County Weekly

                     Posting on County of Monterey social media platforms (Facebook, Instagram, and Twitter)

                     Flyers posted at all County parks and local businesses (20 grocery store bulletin boards, REI and various bike shops)

                     Homeowners Associations in East Garrison and Toro Park Estates
