RECOMMENDATION:
It is recommended that the Board of Supervisors:
Adopt a resolution authorizing the Director of Health, or Assistant Director of Health, on behalf of Monterey County, and as Lead Agency for the County and the twelve incorporated cities of Monterey County, to execute and submit all necessary applications, contracts, payment requests, agreements, annual reports, expenditure reports, documents and amendments thereto for the purposes of securing Used Oil Payment Program funds for FY 2017-18, FY 2018-19 and FY 2019-20 and to implement and carry out the purposes specified in the applications.

SUMMARY:
The Health Department's Environmental Health Bureau coordinates a countywide Used Oil and Filter Collection and Recycling Program. The State of California's Department of Resources Recycling and Recovery (CalRecycle) provides annual funding to local jurisdictions to implement their Used Oil and Filter Collection and Recycling Programs. CalRecycle requires specific language from the applicant's governing body to authorize the application for, and implementation of, the grant.

DISCUSSION:
Since 1994 Monterey County, through the Health Department 's Environmental Health Bureau, has administered a countywide Used Oil and Filter Collection and Recycling Program.
