Report

RECOMMENDATION:

It is recommended that the Capital Improvement Committee receive a quarterly report on Job Order Contracting from Natividad Medical Center (NMC) for the period ending September 2024.

SUMMARY/DISCUSSION:

On June 25, 2024, NMC sought permission from the Monterey Board of Supervisors to advertise two new one-year Job Order Contracts (JOC): 2024-01 and 2024-02, in a local publication. The advertisements were published in the Monterey County Weekly on July 11th and July 18th. Bids for these contracts will be opened and read aloud in the Board Chambers on July 30, 2024.

Exhibit A provides the status of JOC projects for the reporting period, as well as other required data including: contractor, number of contractor evaluations completed, and 50% local employment compliance information for the projects. Exhibit B provides required contractor evaluations for completed JOC projects.

Projects implemented through the JOC Program include approved projects over $100,000 listed in Natividad’s Capital Improvement Plan (CIP) and smaller maintenance and repair projects under $100,000 that are not specifically listed in the CIP but funded through Natividad’s approved operational budget.

OTHER AGENCY INVOLVEMENT:

Natividad Medical Center coordinated the preparation of JOCs with Contracts/Purchasing and the Auditor-Controller.

FINANCING:

The funds for these projects are in approved capital from FY 2024-25 or within NMC’s operational expense budget. A five percent (5%) License Fee for utilization of the JOC program is also payable upon the issuance of a Job Order to the Gordian Group.
