RECOMMENDATION:
It is recommended effective March 5, 2016, the Board of Supervisors take the following actions:
a. Adopt a Resolution Amend Fiscal Year (FY) 2015-16 Health Department Budget 4000-HEA006-8109 to reallocate one (1) 1.00 FTE Business Technology Analyst II (BTAII) to one (1) 1.00 FTE Epidemiologist II (EPIII); and
a. Direct the County Administrative Office to incorporate the approved changes in the FY 2015-16 Adopted Budget and the Human Resources Department to implement the changes in the Advantage HRM System.

SUMMARY/DISCUSSION:
The Health Department recommends to reallocate one (1) 1.00 FTE Business Technology Analyst II position and to one (1) 1.00 FTE Epidemiologist II (EPIII) to better meet the Health Department's needs.

The Monterey County Health Department Emergency Medical Services Agency (EMSA) currently has an authorized 1.00 FTE Business Technology Analyst II (BTA II). However, this position is no longer necessary because business technology services are provided the EMS Agency by the Health Department Information Technology Unit (HDIT). EMSA needs a position to meet its statutory responsibility to assure quality within the Monterey County EMS System, which includes reviewing and analyzing complex clinical and operational performance data submitted by each fire department, hospital, and ambulance provider in the 911 system.
