RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health or Assistant Director of Health to execute a Memorandum of Understanding between the San Andreas Regional Center and Monterey County Health Department, Behavioral Health Bureau retroactive to July 1, 2021 through June 30, 2024, to formalize the protocols for psychiatric services for Monterey County residents with co-occurring developmental and psychiatric disabilities.

SUMMARY/DISCUSSION:
San Andreas Regional Center is a community-based, private non-profit corporation that is funded by the State of California to serve people with developmental disabilities as required by the Lanterman Developmental Disabilities Services Act. San Andreas Regional Center serves individuals and their families in Monterey, San Benito, Santa Clara, and Santa Cruz Counties.

San Andreas Regional Center and the Monterey County Health Department, Behavioral Health Bureau (Behavioral Health) have a long history of collaboration. This Memorandum of Understanding (MOU) formalizes the protocols for assessment, treatment and payment for psychiatric services provided by Behavioral Health for Medi-Cal beneficiaries with developmental disabilities and severe emotional disturbance/serious mental illness. The mutual goals are to increase continuity of services, optimize service utilization, and improve mental health outcomes.
