RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Chair of the Board of Supervisors to sign Amendment #2 to Agreement #A-11489 with Central California Alliance for Health for the provision of health plan benefits for In-Home Supportive Service (IHSS) providers adding $2,661,813, increasing the total contract amount to $4,649,313 for the period July 1, 2011 to June 30, 2013.

SUMMARY/DISCUSSION:
This Agreement A-11489 with Central California Alliance for Health for the period of July 1, 2011 thru June 30, 2013 is a two year agreement. Year 1 was authorized at 3,973 monthly premiums in the amount of $1,987,500, averaging 330 IHSS providers. In year 2, as part of the budget actions for 2012-13 county budget, the Board voted to increase participation in health benefits to 475 IHSS providers, based upon projected service hours of 3,840,308 at $0.69 cents per hour that totals $2,649,813. Additionally, $12,000 is included in the contracted budget for IHSS providers who are eligible for Cobra at their own expense once they become ineligible for continuation of their health benefits based upon eligibility requirements for a total of $2,661,813 for Year 2 as approved in the FY 2012-13 Adopted Budget. Amendment #2 adds funding for Year 2 of this agreement. Health Benefits are provided at $500 per month/per IHSS provider.
