California Environmental Quality Act (CEQA) Action: A Notice of Exemption was filed on February 27, 2025, pursuant to CEQA Guidelines, California Code of Regulations (CCR) Section 15301 Existing Facilities.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Adopt Plans and Special Provisions for the Carmel Valley Road Resurfacing, Project No. 1185 (Project) to resurface Carmel Valley Road from milepost Carmel Rancho Boulevard to Via Petra; and
b. Authorize the Director of Public Works, Facilities and Parks (PWFP) to advertise the Project’s “Notice to Bidders” in the Monterey County Weekly.
SUMMARY:
Adopting the Plans and Special Provisions and authorizing solicitation of construction bids for the Carmel Valley Road Resurfacing Project (Project) will allow PWFP to proceed into the construction phase of the Project. After opening bids and determining the lowest responsible and responsive bidder, staff will return to the Board with a recommendation to award the construction contract for the Project.
DISCUSSION:
The Carmel Valley Road Resurfacing Project, in general, consists of overlaying the existing pavement with hot-mix-asphalt from Carmel Rancho Boulevard to Via Petra, approximately 1.5 miles in length. The project is to extend the pavement life of the road.
The bid opening for the Project is set for May 7, 2026, at 2:30 p.m., in the Board of Supervisors Chambers, County Administration Building, Government Center, 168 West Alisal Street, First Floor, Salinas, California 93901. Project construction is scheduled to begin in June 2026.
