RECOMMENDATION:
It is recommended that the Board of Supervisors approve the addition of the Juvenile Hall and Youth Center Modular projects, fully funded by CalAIM PATH3 Grant and Juvenile Justice Realignment Block Grant funds, in the amounts of $1,980,680 and $179,478, respectively (total amount of $2,160,158) to the FY 25/26 Facilities Capital (CIP) Work Plan.

SUMMARY/DISCUSSION:
On January 1, 2022, California Department of Healthcare Services (DHCS) launched a multi-year DHCS initiative, CalAIM, to improve the quality of life and health outcomes of the Medi-Cal managed care population through the implementation of broad delivery system, program and payment reform across the Medi-Cal program. The PATH Justice Involved Reentry Initiative Capacity Building Program provides funding to support the planning and implementation of the provision of targeted pre-release Medi-Cal services to individuals in state prisons, county jails, and youth correctional facilities.

The Probation Department was awarded State funds on October 21, 2024 in the amount of $2,500,000 from the Department of Health Care Services California Advancing and Innovating Medi-Cal (CalAIM) Providing Access and Transforming Health (PATH) Justice Involved (JI) Round 3 grant program in support of mandated Medi-Cal justice involved reentry services. The Board of Supervisors approved acceptance of these funds on January 9, 2025. Due to the timing of the award and related planning activities for its use, the projects were not included in the FY 2025-26 Five Year Capital Improvement Program.
