RECOMMENDATION:
It is recommended that the Board of Supervisors:
Authorize the Director of Health or Assistant Director of Health to execute Amendment No. 3 to the Alcohol and or Drug Service Contract Agreement A-12550 with Valley Health Associates to increase the funding for fiscal year (FY) 2015-16 from $731,689 to $753,417 (an increase of $21,728) for a revised total Agreement amount not to exceed $1,731,167.

SUMMARY/DISCUSSION:
Valley Health Associates provides narcotic and outpatient treatment services which includes methadone dosing for AB 109 and Drug Medi-Cal eligible Monterey County residents. This Amendment No. 3 revises drug treatment rates to reflect FY 2015-16 Drug Medi-Cal rates published by the Department of Health Care Services (DHCS), and add an additional delivery site to Program 3 - Outpatient Program - Drug Diversion. The term of the Agreement will remain the same: July 1, 2013 through June 30, 2016.

This proposed Agreement supports the Monterey County Health Department 2011-2015 strategic plan initiative: 1) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

OTHER AGENCY INVOLVEMENT:
County Counsel and the Auditor-Controller have reviewed this Amendment No. 3 as to legal form and fiscal provisions, respectively. Amendment No. 3 to Agreement A-12550 is on file with the Clerk to the Board.
