RECOMMENDATION:
a. Approve and authorize the Treasurer-Tax Collector to execute a non-standard agreement with Granicus, LLC for short-term rental compliance monitoring and associated services for an amount not to exceed $51,534 with a term of July 1, 2022 through June 30, 2023; and
b. Approve non-standard contract provision as recommended by the Treasurer-Tax Collector.

SUMMARY/DISCUSSION:
Granicus, LLC's ("Granicus") host compliance service is utilized by the Monterey County Treasurer-Tax Collector Office (TTC) as a component of identification, registering, and monitoring of short-term rentals, as well as pursuing the collection of Transient Occupancy Tax. The Treasurer-Tax Collector has successfully utilized this service via annual agreements since Fiscal Year 2016-17. The service provides an important tool for the identification, registration and monitoring of short-term rentals and assists in ensuring the timely collection of Transient Occupancy Tax.

The Treasurer-Tax Collector seeks to enter into an agreement with Granicus for these services in an amount not to exceed $51,534 with a term of July 1, 2022 through June 30, 2023. The agreement contains the following non-standard provisions: termination terms, indemnification, insurance other requirements, maintenance of records, royalties and inventions, assignment and subcontracting and limitation of liability.
