RECOMMENDATION:
Staff recommends that the Board of Supervisors:
a. Consider and appoint an applicant to a vacancy on the ALUC; or
b. Appoint an ad hoc nominating committee to make a recommendation to the full Board of Supervisors.

SUMMARY:
The Monterey County Airport Land Use Commission (ALUC) consists of seven members, two of whom are required by law to be appointed by the Board of Supervisors. (Pub. Util. Code ?21670(b)(2).) On May 22, 2012, the Board of Supervisors appointed Christine di Iorio to a four-year term on the ALUC, said term to expire on May 2, 2016. On April 22, 2015, Commissioner di Iorio submitted her resignation from the ALUC. The Board of Supervisors will consider and appoint a new Commissioner to fill this unscheduled vacancy through the end of the current unexpired term. Two persons have submitted letters of interest.

DISCUSSION:
Upon the resignation of Commissioner di Iorio, the Clerk of the Board posted an unscheduled vacancy notice to the Clerk of the Board website on April 22, 2015 (Attachment A). Pursuant to the Maddy Local Appointive Act of 1975, the earliest date an appointment could be placed on an agenda for the Board of Supervisors was May 12, 2015, i.e., no earlier than 10 working days after the vacancy posting date (Gov't Code ?54974). Pursuant to the ALUC Rules of Procedure (adopted January 23, 2012), Article IV (Terms of Office), if a vacancy occurs, the vacancy shall be filled for the remainder of the unexpired term by appointment by the body that originally appointed the commissioner whose office has become vacant.
