Consider proposed Board of Supervisors’ appointments to various Standing Committees, Non-County Entities, and Ad Hoc Committees for calendar year 2025.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Ratify the standing committee rotational schedule;
b. Consider appointments to Non-County Entities as proposed by the incoming Chair;
c. Appoint two members of the Board of Supervisors to serve on the Measure AA Ad Hoc Committee;
d. Appoint one member of the Board of Supervisors to serve as primary, and the County Administrative Officer or Designee to serve as alternate, on the Groundwater Sustainability Agency Working Group, for a four-year term effective upon appointment; and,
e. Provide further direction.
SUMMARY:
In March 2022, the Board of Supervisors (Board) adopted policy language establishing the rotation of appointments to standing committees with three-year terms, sequentially by district, and continued confirmation of members to ad hoc committees and appointments to non-county entities at the beginning of each calendar year.
DISCUSSION:
Board Policy G-10 (Exhibit A) addresses Board standing and ad hoc committees, non-county entities to which the Board makes appointments, and the process for making such appointments. The policy set forth a rotating membership for standing committees with three-year terms and continued the confirmation of ad hoc committees and appointments to non-county entities on an annual basis.
Standing Committees:
The rotational sequence for standing committee appointments commenced in January 2023, following Board approval. In accordance with the policy, supervisors whose district is in sequence, will have the ability to assign or delegate membership on a standing committee to another supervisor. Such assignment or delegation will require Board approval. The rotation schedule is enclosed as Exhibit B.
