RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Reallocate a vacant 1.0 FTE Supervising Office Assistant II to a 1.0 FTE Chronic Disease Prevention Specialist II in Health Department Budget Unit HEA003-8124; and
b. Authorize the County Administrative Office to incorporate the approved position changes in the FY 2012-13 Adopted Budget.

SUMMARY/DISCUSSION:
The Monterey County Health Department- Public Health Bureau was selected as one of 18 agencies to receive funding for the CA Personal Responsibility and Education Program (CA PREP). The CA PREP program aims to provide services to adolescents most at-risk for teenage pregnancy, sexually transmitted infections, and HIV/AIDS. The amount of the award is $216,041 per year for a three-year period commencing on July 1, 2012, for a total grant amount of $648,123.

To adequately implement the program’s activities it was determined that the program will require a staff of two Chronic Disease Prevention Specialist II. One of these positions has been filled by a current Public Health Bureau (PHB) staff member, leaving one vacancy to be filled. The recommended Board action will reallocate an existing vacant position to the proper classification required to fulfill the program’s requirements and facilitate its recruitment.

OTHER AGENCY INVOLVEMENT:
The County Human Resources Department concurs with this recommendation. Due to late submission of this Board Report, the CAO Budget and Analysis Division was not provided adequate time to fully review for potential fiscal, organizational, policy, or other implications to the County of Monterey.
