RECOMMENDATION:
It is recommended that the Board of Supervisors adopt the executed side letter agreement with California Nurses Association (CNA, or Association), representing bargaining unit S to extend the term of the current Memorandum of Understanding (MOU) through November 30, 2026.
SUMMARY
On August 11, 2026, the Board of Supervisor’s approved and authorized the Human Resources Department to execute a side letter agreement (Agreement) with CNA, representing bargaining unit S, to extend the term of the current MOU through November 30, 2026. This extension ensures the current MOU remains in full force and effect while the Parties engage in successor MOU negotiations. The recommended action formally adopts the Agreement as executed.
DISCUSSION:
The County and Association (collectively “the Parties”) have an MOU governing the terms and conditions of employment between the County and employees in bargaining unit S, for the period of September 1, 2022 through August 31, 2026. Pursuant to the MOU, the MOU thereafter expires.
The Parties have a mutual desire to extend the term of the current MOU through November 30, 2026, during which time the Parties will engage in good faith negotiations on a successor MOU. On August 11, 2026, as part of a Closed Session reportable action the Board of Supervisors approved and authorized the Human Resources Department to execute the Agreement with the Association for the MOU term extension, which is now presented to the Board for formal adoption.

The Human Resources Department conferred with CNA, Natividad Medical Center, and Health Department regarding this matter.
