RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Award construction contract to Conley General Engineering, Inc., low bidder in the amount of $172,520 for Track Drainage Improvements at Laguna Seca Recreation Area, Bid No.10416;
b. Authorize the Chair of the Board to sign the contract;
c. Authorize the Director of Parks to approve change orders up to 10% of the bid; and
d. Authorize the retention of 10% from progress payments per contract requirement

SUMMARY/DISCUSSION:
The current asphalt and concrete gutters around the race track are past their service life. The deterioration is causing the collection and deposit of water and sediment into track drains causing them to back up. This project will allow for the installation of new gutters and drains enabling the water to flow properly. In addition, the completed project will reduce the annual cost of drainage cleaning and minor repairs during the periods of peak water flow.

On March 12, 2013, your Board approved the project specifications and authorized the circulation of an RFP for the project. Notice was given and the bids were opened on April 4, 2013.

For the purposes of comparison, bids were tendered on the basis of estimated quantities of work. Attached is the certified list of the six bids received by the County Purchasing Agent. Of the six bids received, Conley General Engineering, Inc. tendered the lowest responsive bid of $172,520.
