RECOMMENDATION:

It is recommended that the Board of Supervisors approve and authorize the Sheriff to accept a used medium sized flatbed commercial truck from a private party at no cost. The truck will be used in undercover operations as a decoy to suppress Agricultural thefts throughout the Monterey County.

SUMMARY/DISCUSSION:

A private citizen of Monterey County, Mr. Paul Arnaudo, who is employed at International Trucking business in Salinas and is a member of the Monterey County Farm Bureau Association, asked if the Sheriff's Office would be interested in a medium sized flatbed Commercial truck at no cost. The estimated value of the truck is approximately $3,500.00. After further discussion, it was decided the truck would be loaded with farm equipment outfitted with a GPS tracker monitored by a Sheriff's computer. The truck and equipment would be parked on private property, with the owner's permission, and left as a decoy. Any movement of the equipment or truck would alert Sheriff's Agricultural Investigators via phone or computer who would then respond.

The Monterey County Sheriff's Agricultural Crimes Unit is grant funded unit. Its purpose is to identify and address those crimes that impact the Agricultural Industry within Monterey County. The unit coordinates with other counties through the Central Coast Regional Agricultural Task Force, and through the Agricultural Crime Technology Information and Operations Network (ACTION) Project, a federally funded regional agriculture crime prevention group.
