RECOMMENDATION:
It is recommended that the Board of Supervisors approve and authorize the Contracts/Purchasing Officer to execute an agreement with TracNet for the implementation of a Records Management/Jail Management System (RMS/JMS), in an amount not to exceed $965,000.

SUMMARY/DISCUSSION:
For over a dozen years, the County has listed a County Integrated Justice Information System (CIJIS) as a priority project in its Capital Improvement Plan (CIP). The original project was defined as an automated system to allow criminal information to be shared among the Courts, District Attorney, Public Defender, Probation and Sheriff’s Office. During the years the project has been on the County’s CIP, the cost of the project has escalated to nearly $17 million.

After several years of no progress being made on an integrated system, most of the other justice agencies implemented their own independent case management or records management systems. At this time, only the Sheriff’s Office remains on the Criminal Justice Information System (CJIS). This system is significantly outdated, expensive to operate, and results in errors in processing information and inmates.

TracNet was selected to implement a new system based on the approval of a sole source agreement by the County’s Purchasing Manager. TracNet currently provides records management systems to ten of the County’s police departments and was selected through an RFP process by the City of Greenfield (acting on behalf of the four southern Salinas Valley cities).

The proposed timeline estimates a new RMS by July 1, 2013, a new JMS by November 1, 2013 with final implementation of the California Law Enforcement Telecommunications System (CLETS) and regional data sharing by mid-2014.
