RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Adopt Plans and Special Provisions for the procurement (delivery and application) of asphalt emulsion for the Seal Coat FY18, Project No. 5518; and
b. Authorize the Resource Management Agency Director to advertise the "Notice to Bidders" in the Monterey County Weekly.
PROJECT INFORMATION:
Annually, the Resource Management Agency - Public Works & Facilities performs seal coat pavement maintenance on County roads. This year's Annual Seal Coat project consists of treating Davis Road (Reservation Rd. to Blanco Rd.), Jolon Road (milepost 32 to Bridge No. 327), and Pine Canyon Road (Jolon Rd. to Pine Meadow Dr.); approximately 10.3 total centerline miles.
SUMMARY:
Adoption of the Plans and Special Provisions will authorize the Resource Management Agency (RMA) to proceed with advertising for the procurement (delivery and application) of asphalt emulsion for the Seal Coat FY18, Project No. 5518 (hereafter, "Seal Coat FY18" or "project").
DISCUSSION:
The contract for the procurement of emulsion is a component of the Seal Coat FY18. The contract consists of delivery and application of asphalt emulsion to various County roads. Contingent upon available funding, the Seal Coat FY18 proposes to apply chip seal on the various County roads that is consistent with the Pavement Asset Management Plan (PAMP) and Annual Maintenance Plan. The PAMP includes a 5-year pavement plan that was established based on the condition of the pavement, the amount of traffic, and if the roads provide a benefit to tourism and agriculture. These roads to receive treatment are listed in the fourth year of the 5-year plan.
