RECOMMENDATIONS:
It is recommended that the Board of Supervisors:
a. Approve a Memorandum of Understanding (MOU) between the City of Gonzales and the County of Monterey for shared responsibilities to complete the Gloria Road/Iverson Road/Johnson Canyon Road Pavement Rehabilitation Project; and
b. Authorize the Resource Management Agency Director to sign the MOU.
SUMMARY:
The designated truck access route for the Johnson Canyon Landfill is via Gloria Road, Iverson Road and Johnson Road, which impacts roads within and around the City of Gonzales. Rehabilitation of these sections of Gloria Road, Iverson Road, and Johnson Canyon Road are needed given the poor pavement condition of these roads. City and County staff worked together on drafting an agreement to partner and coordinate these road improvements within each entities' jurisdictional boundary. An environmental impact report (EIR) for the landfill includes mitigation which requires Salinas Valley Solid Waste Authority (SVSWA) pay its fair share toward road improvements which has been established to be $2,300,000.
The Resource Management Agency (RMA) recommends approval of an MOU with the City of Gonzales ("City") for the Gloria Road/Iverson Road/Johnson Canyon Road Pavement Rehabilitation Project ("Project").
DISCUSSION:
Gloria Road, Iverson Road, and Johnson Canyon are farm roads with low traffic volumes near the City of Gonzales. However, with the opening of the Johnson Canyon Landfill in 2007, the pavement has experienced accelerated deterioration due to the heavy truck traffic generated by the landfill.
