RECOMMENDATION:
It is recommended that the Board of Supervisors:
Introduce, waive the reading, and set November 15, 2016 at 10:30 a.m. (Consent Agenda) as the date and time to consider adoption of an ordinance (Attachment A) amending Section 12.24.020 of the Monterey County Code to establish stop intersections on Bishop Street at Florence Street, on Cayetano Street at Florence Street, and on Jonathan Street at Florence Street in Pajaro, an unincorporated area of the County of Monterey
SUMMARY/DISCUSSION:
Resource Management Agency (RMA) staff has received multiple requests to evaluate three stop intersections; on Bishop Street at Florence Street, on Cayetano Street at Florence Street, and on Jonathan Street at Florence Street, in Pajaro, an unincorporated area of the County of Monterey (Attachment B - Location Map). At the request of the community, Florence Street, the through street, would remain without stop restrictions. Pedestrian and bicyclists often traverse these intersections to go to the nearby school, park, and church. In addition, a new tot lot is planned in the near future at the intersection of Florence Street and Cayetano Street. Staff has conducted a field review and has observed vehicles entering these intersections do not slow down and consequently endanger pedestrians who are crossing the intersections.
Staff recommends installation of stop signs at these intersections to enhance pedestrian safety by requiring vehicular traffic to stop. Staff will also evaluate the necessity of marked crosswalks at these intersections.
