RECOMMENDATION:
It is recommended that the Board of Supervisors adopt a Resolution confirming the appointment of Mr. Mike Novo as Interim Director of Housing and Community Development.


SUMMARY/DISCUSSION:
The recent retirement of the Director of Housing and Community Development has left a critical vacancy in the department. The County Administrative Officer has identified a highly qualified professional to fill the position on an interim basis pending recruitment for the permanent position. Mr. Novo has more than 31 years progressively responsible experience with California local government including the Counties of Monterey and San Benito and the City of Salinas. Mr. Mike Novo was hired by the County of Monterey in 1999 and retired with CalPERS in 2016 after having served as the Director of Planning for the County for nine years.

A key assignment of the Interim Director of Housing and Community Development will be to work on the implementation of the Citygate recommendations. The Interim Director of Housing and Community Development will also provide administrative leadership, technical oversight and policy direction to the Department. In addition, he will perform other duties as assigned by the CAO.

California Government Code 21221(h) governs the conditions under which retired annuitants with the California Public Employees Retirement System (CalPERS) may be employed by CalPERS contracted agencies such as the County. With respect to interim positions, such as interim department heads, CalPERS requires that such appointments be made only in circumstances where there is a recruitment that will be conducted to fill the vacancy.
